In the fall of 2006, a group of local physicians had a dream to improve access to health care for the low-income, uninsured in Pierce County.  Pierce County Project Access grew from that vision.  Today, it is a network of Physicians and ancillary providers who volunteer to provide care to the underserved in our community.  Pierce County Project Access (PCPA) was founded in October, 2009 and is a non-profit, 501(c)(3) organization.

Volunteer Physicians
Over 700 physicians and other healthcare providers, both in primary care and specialty care and many of them members of PCMS, volunteer with Pierce County Project Access. Thank you to each physician who generously donates their time each month to care for the uninsured.
PCPA Programs


Donated Care

To qualify for a donated care referral through Pierce County Project Access, patients must:

  • be a resident of Pierce County for at least three months.
  • be at or below 300% of the Federal Poverty Level (current figures may be found using your search engine and typing "federal poverty level" and the year).
  • have no medical insurance.

If you need medical care and meet the above qualifications, please call PCPA at 253-572-7265. Enrollment is for six months and patients enrolled in the program only see physicians in the PCPA network assigned by PCPA staff.


Premium Assistance

The Pierce County Project Access Premium Assistance sponsorship program is designed for Pierce County residents who are not eligible for Washington Apple Health (Medicaid) or Medicare. These individuals are eligible to purchase health insurance on the Washington Health Benefits Exchange, but they cannot afford the premiums.

To qualify for premium assistance, patients must:

  • be a resident of Pierce County for at least three months.
  • be eligible to purchase insurance on the Washington Health Benefits Exchange.
  • file taxes.
  • be at or below 400% of the Federal Poverty Level (current figures may be found using your search engine and typing "federal proerty level" and the year).
  • cannot be offered other health insurance (Medicaid, Medicare, VA, Tricare or employer insurance) that costs less than 10% of the total household income.
  • be willing to enter into a relationship with PCPA and update your income and family size information on the Exchange throughout the policy year.

How does Premium Assistance sponsorship work?

  • PCPA works with local funders who see value in assisting Pierce County residents in having insurance.
  • PCPA enrolls people who meet the above eligibility requirements in Premium Assistance sponsorship.
  • PCPA pays the monthly premium for the enrolled individual or family for the plan year.
  • PCPA supports only Silver Level Plans available on the Washington Health Benefits Exchange.
  • PCPA pays monthly premiums only. Enrollee is responsible for co-pays, deductible, and co-insurance.
  • Enrollee must file federal income taxes to qualify for a tax subsidy.
